Snuff making again

Hello guys im wondering if someone used cigarettes tobacco for making snuff, i used cigars before and it was quiet good but expensive as well , now im trying cigarettes the only problem i faced is that it didn't get totaly moistured i don't know why , any suggestions guys thanks a lot
