When you say "Free snuff" that means you can get something for nothing. There are/have been offers like that, for example from Dholakia. You send them your mailing address and they send you a nice gift for free. Really free.
In this case I really don't know one way or the other if it is true. It depends on this: if you have to buy something, then it's not free. If you can just go to the site and enter your address and the snuff comes in the mail it's free. There is a legal difference between "Free box of snuff with a purchase at no additional cost" and "free." Now if it is really free but you only have to pay for shipping that makes it a little foggier. As it is it is not explained clearly. If you have to *only* pay shipping it could say "Free box of snuff for the price of shipping."
